If I buy the set of 2 and the single racks, can I put the single rack on top of the set of 2 racks, rather than the topper?

Yes you could add a single rack to the double however I would advise you to add a topper to it as well for stability. Especially with it stacked 3 racks high.

No it is not sturdy enough to sit on. This item doesn't have any nails or screws and it just held together by it pieces.
