This is not effective on fleas this is safe for a cat or dog as long as another cat or dog wont be chewing on or licking hit house mates collar. This wouldn't work as a collar its self but could easily be worn with a collar.
I wouldn't recommend it for children whom like to put stuff in their mouth. Depending on the 4 year old it should be ok. I wouldn't use them with the 2 and 3 year old.
